In December 2000 the United States Congress enacted, and the President signed into law the Community Renewal Tax Relief Act. One of the provisions of this act was to create a new tax preference category for businesses located in certain designated American communities known as “Renewal Communities”.

In January 2002 an area of Kentucky composed of four (4) counties was designated by President Bush as the Eastern Kentucky Renewal Community.
